It’s most likely internal reserve squabbling. Let the Indians settle their own arguments about which group will hold power over the Casino profits.
I had a catsbird seat over one reserve squabble, and Indians are not afraid to call out heavily armed factions to confront each other. If white authority gets in the way - look out. That warning applies to judges, state highway patrol and sheriffs.

Many years ago before Indian casinos there were some NY upstate Mohawk (I believe) Indians selling gasoline and not paying state sales taxes. Governor Mario Cuomo sent state police cruisers to sit by the entrances to this reservation.......
