Apparently, there are a lot more false alarms than there are false negatives.

The PCR test is the most accurate, however to avoid a false negative the person needs to by symptomatic for at least 3 days. Therefore, to be sure someone is absolutely negative they would have to be kept in the Hospital 3-5 days. Releasing patients before that amount of time has elapsed is problematic. This was part of the problem in Spain.
