Air strikes are ineffective unless there are trained spotters imbedded in forward positions communicating with the pilots. Ordinarily Special Forces or trained CIA agents would be present. Its a good bet that some very brave Americans are currently serving with the Kurds trying to direct those strikes.

Maybe domestic political calculus in Turkey and America are driving them push off another genocide until after the American elections, and until after the Kurdish street protests can be put down in Turkey.
