So... was this an ARMED TEEN ?
He was an armed teen with a lousy cheap gun, and could not unjam the pistol in time before the cop fired all necessary rounds to put him down. If the kid had spent more money, or bought a better gun, this whole situation would be a different ending. The question that ought to be asked....how many folks got shot by this kid before? It might be interesting to track the gun, his events over the last year and see if there’s some other dead folks tied to this kid.
No, no, no you see once the teen's gun jammed he was "unarmed" and that is when the cop shot him. Time to loot!!!
