They probably wanted to buy time to plan and to round up all the exposed to cut down of fear of the unknown - as if that is possible... and it seems that got most everyone - one homeless man who somehow was in the Ambulance wit Duncan on one of the rides ... they issued a medical warrant for his detention after he has disappeared - but they have him now

So sad the strategy is to hope they can detain everyone necessary, instead of just not letting in possible Ebola victims.
I never understood how the homeless guy ended up in the ambulance anyway.
I didn’t know anybody could just hop in an ambulance and ride along with someone. I thought you had to be a relative or something.
