If this guy was planted, then we have much bigger problem than him. He was granted a visa three months ago and got his plane ticket two weeks before he got infected. That means the real problem is the 13k (last number I heard) outstanding visas from Liberia and the two other hotspot countries. There is nothing stopping those people from getting a flight to Europe and then a flight here except about $2k in cash.

An even bigger threat is the jihadi who won't be stupid enough to infect himself but stash some infected material in his carry on bags, then spread it when he gets here, with at least two weeks of spreading before he is too sick to spread any more.
