The article is not clear, but it appears there are three parties involved. The land-owner whose house is under construction, the pilot/friend who was using his R/C copter to take pictures of the house under construction, and the neighboring shooter. That was my take, anyway.

We had such a different life before swimming pools and fences in suburbia. It really was like a small town. Now it’s one big development from DC to Boston. Can you tell I’m getting claustrophobic?
