A think tank in Seoul claims Kim’s sister is in charge while he recovers from his ailments. Very interesting if true, but I don’t know what to make of it.

She does wield considerable power. Now that her brother can not be a ‘full-time’ leader for a while, it would not be surprising if she serves as a care-taker.
