Tom Daschle did the same thing when he was majority leader. Daschle only visited South Dakota when campaigning and listed his aged mother's home in Aberdeen as his in state residence, while he lived in his lobbyist wife's palatial home just outside the beltway.

Though it should be up to states to determine who is eligible to represent them in Congress, Congress is full of carpet baggers. Look no further than Hillary who never lived a day in New York until she became their Senator. Al Franken may have lived in Minneapolis decades ago, but spent most of his time in Holywood and I doubt has any real residence in Minnesota to this day. I fail to see how a state can be adequately represented in Congress by people who don't live in the state.
