From article: Two rival gangs, the Zetas and the Gulf cartel, long have used Tamaulipas as a route to ferry drugs and migrants to the United States and, in recent years, diversified their business: stealing gas and crude and selling it to refineries in Texas or to gas stations on either side of the border.

if true, the ones buying on our side of the border are just as much to blame! although the ones buying could be ILLEGALS also!

Oil to Texas Refineries? Closest ones are Corpus, 3 Rivers or San Antonio. All of these have back-ups on the truck traffic due to the Eagle Ford boom.

Just sounds doubtful to me. But Gasoline to little independent service stations would be more likely.

US requires a heck of a lot of documentation from refineries. Refineries are also designed for specific oil gravity and sulfur content. Out of that design point they get less efficient and have balance issues.
