HOWEVER, every police dept in this nation has to be retrained to NOT shoot first....that citizens have rights, and the cops re not judge and jury and electricutioneer.

You wrote two sentences. The second one absolutely deflates the first and you make no sense.
The cops acted just as they are trained to act - a GRAND JURY (which has a low bar to bring charges) agrees with me too.
