I opposed the amendment because I strongly believe amassing additional debt to go to war should involve all of America debating the matter.

That is why I have called for levying a war tax in addition to bringing back the military draft.These are, of course, elements that would foment a national protest, especially among draft age students.

Just like the 60's!

I think folks are misreading Rangel on this one. He's a criminal to be sure, but he's no dummy. If a war required a war tax and a draft, there would be massive protests, as you said. That fact would perhaps force the government to think hard before launching a war.

I don't think Rangel is simply advocating for more taxes here. I think he really is trying to put a brake on the rush to war.
