Illegal. Congress did not ever authorize any President to attack Syria.

Legal. Congress authorized the President to attack ISIS. Their bases in Syria are covered under the international law concept of "hot pursuit".

No different than following the Viet Cong into Cammbodia and Laos in the Viet Nam war. Perfectly legal.

I’m with you, sovereign state, no congressional authority, no U.N. authorization, commie Marxist Islamic punk at the helm. All this will do is undermine U.S. credibility world wide for many years to come. It’s astounding that these Fabian Progressives get to operate on an entirely different rule set.
