When exactly did Congress authorize this?

Congress authorized action against ISIS. Including thee recruitment of Syrian "moderates" (as if there was such a thing). The legislation itself places no restrictions on the geography of such action.

If ISIS is the target, is there any reason why the legislation should have restricted the action to Iraq?
