Well, here’s the deal. Lincoln offered to send any freed slave back to Africa who wanted to go. Some went and founded the county of Liberia

The US purchased what is now Liberia, who declared their independence prior our CW.
Hence, the Capital of Liberia is Monrovia.
Thank you for the clarification. It remains that the slaves could have returned but chose not to. Ancestors of so-called African Americans were here of their free will. I guess they should take it up with them.
It wasn’t the US government. A private charity purchased what became Liberia in the 1820’s to resettle freedmen and slaves they bought out of bondage.
