LBJ bragged that the military could not bomb an outhouse without his approval. There was a Life magazine picture of LBJ and his daughter looking at some papers. I heard that the picture was posted on the bulletin board at MACV headquarters in Saigon with the caption “Lucy, what bombing targets do you want to pick today.”
