Madison Police Chief Mike Koval endorsed the legalization of marijuana last week, saying the drug should be regulated and taxed, with revenues used to fund treatment programs for harder drugs.
The comments came during an interview with the State Journal Wednesday about data showing African-Americans in Madison were arrested or cited for marijuana offenses at about 12 times the rate of whites in the city.
Koval called efforts to enforce laws against marijuana an abject failure, and said the same about the broader war on drugs. Weve done such an abysmal job using marijuana as a centerpiece of drug enforcement, that its time to reorder and triage the necessities of whats more important now, Koval said.

Legalize marijuana. Keep the taxes minimal so that legal production and distribution makes black market pot unprofitable.
Legalize it, tax the sh!t out of it. Make users sign an agreement that they realize that they are voluntarily partaking in an activity that could lead to harder drugs that can and will result in addiction, and therefore waive any and all rights to sue the state and/or receive any drug addiction treatment at the expense of the state.
Sure. Just like the tobacco settlement funds are all used for smoking cessation programs and the lottery benefits senior citizens.

I’m fine with all that, but I would add that penalties for selling or giving pot (as well as other drugs) to minors carry the same kind of penalty as child porn. Essentially zero tolerance and major mandatory jail time. And DUI penalties would be that same if not stiffer than for alcohol.
My libertarian streak says I don’t care that much about what consenting adults do privately as long as it doesn’t harm others. But the evidence is growing that pot can result in great ham to adolescents and teens, and protecting kids is part of the responsibility to have individual freedom as an adult.
Well then the cartels will go belly up and the government won’t get to blame guns for all the violence they commit.
Also they might have to lay off DEA agents and other government employees.
A side note: I’ve been in CO the last two weeks on vacation and it’s still the same as ever. Society hasn’t fallen apart.

I’ve spoken with a lot of people here that don’t smoke marijuana but voted to legalize.
Their view is more libertarian (lower case l), and a lot of them hate Obozo and are voting against Udal in November.
It’s a unique state for sure.
Illegal drugs have never been more expensive or more plentiful.

I offer this. Legalize ALL drugs. Destroy the federal control. Let the Left stay stoned, 24/7/365 until they all die. It's no great loss.

Legalizing marijuana has not stopped the black market in Colorado. Why would it work nationwide. You may hurt the profit margin of the Cartels but a smaller return on investment is still a profit.

Yup, I agree. I’m a radical when it comes to drug legalization. Legalize it all. All of it. And I don’t mean put the government in charge of manufacture, sale and distribution. Let private enterprise do it. There is a medical marijuana place, an edibles place and a grow place all within 4 miles here in colorado where my house is. I’m selling. There’s been a war on smoking and a war on intoxicated drivers. It doesn’t make sense.
Yeah. And the next time someone buys a six pack of Bud make them do the same thing.
