I don't find this too surprising. There have been fewer than 50 people who have held the job of President, the vast majority of them now being deceased. There aren't that many people around who may have dealt with the same issues a President faces, and the current President may think that the input of one of his predecessors may be of some value in dealing with this problem or that.
An exception to that is probably the current President, who appears to believe that he knows a lot more about everything than he actually does, but in his conceit, will not seek out more experienced counsel.

Recall when Bill Clinton consulted with Richard Nixon (whom his wife zealously pursued once upon a time).
Politics makes strange bedfellows.

History is filled with advice and direction from the minds of greater men than Bill. History rhymes after all and a really conceited leader is one who thinks their problems are new or fairly new.
I would "shoot the sh!t" with past Presidents like Clinton, but I would never seek the advice from a post-modernist Marxist man-whore whose ideology is an adversary to one that promotes liberty and harmony.
If anything I would attempt to subtly cross-examine Clinton, especially with the Chinese connection. Bush probably shoot the sh!t and going by his policies, sought out advice on how to triangulate (Which causes long-term problems down the road).
