My question is this: Is it a crime to record or photograph police officers while they are questioning or arresting someone? If yes, why?

It depends if the imagOR is in any way impacting the officer’s ability to question or arrest. This then becomes a subjective decision by the LEO, which will likely result in the LEO doing as much as possible to get the content. Of course, this will vary from venue to venue.
