The Snopes page on that matter still says “undetermined” 13 years later. Either way, they try to tar all those that fight Islamic terrorism with the same brush, via this bit of squirming:

Tip for Snopes: The “Kumbaya” approach has led to today’s mess. So far, the “Islamic world” continues to behave in a quite monolithic manner—even Han Chinese Muslims are arming themselves and joining ISIS.

Whether it’s applicable or not, doesn’t hurt to do so. worst case, media is pissed that we executed some terrorists. Best case, they see how serious we are and they’re scared of not getting their virgins. Either way is win-win :)
