Clearly the IRS is incapable of controlling its email system. So maybe congress can persuade a federal judge to appoint a “special master” to oversee it.

Clearly the IRS is incapable of controlling its email system.They damn well knew when I underpaid my taxes due to a clerical error. It was a small amount less than 100 dollars. I paid it promptly.
