Likely targets are airports close to the ocean or large bodies of water: LAX, SFO, SAN.

LGB is a little further inland, as I recall, but still might be close enough. The docks might make a more attractive target.

Remember the TWA 800 that was ‘shot down’ over water while it was taking off from Kennedy. At first they were looking for a boat that launched the missile. Then they said it was the center fuel tank.
