According to Timmerman book dark force, the Iranians paid off the brigade and members of the Iranian revolutionary guard went into the building.
The Iranians did not want the stingers to go to the rebels because they backed Assad.

When OB agreed to send stingers to the rebels in Syria, the Iranians, who were supporting Assad, decided to stop the shipment.
The shipment went to Qatar and was transported across eastern Africa. In CHAD the French army stopped the shipment and the US asked them to go a had. The missiles went to Benghazi.
The Iranians bribed the brigade which was supposed to protect the counsel ate grounds. So they brigade gave them access to the grounds and Iranian revolutionary guard entered the buildings.
Further he says that OB got a briefing from Hillary at 3:30 and went upstairs to prepare for the fundraiser. At 10PM she gave him the phony story about the demonstration about the video. He ran with that until after his speech to the UN.
