Not as simple of a question as it sounds. Conversion would save an ISIS terrorist from eternal damnation in Hell, yes. Though the Bible speaks of eternal rewards for doing good in our lives. I suspect said terrorist convert would not have much in the way of eternal reward.
It does NOT absolve him from paying for his crimes before the civil authorities, unless God wills it (and if God wills it, it will work out however it needs to for God's will to happen).
