How do you "manage" a vast army of trained and dedicated killers unless you totally eliminate them?

What does "manage" look like?

Does it mean only 300-500 bloodthirsty killers (minimum) with US passports travel freely throughout this country to carry on their jihad - and we let the local cops eventually find them and prosecute them after they commit their multiple murders? Does that mean we continue to import more Muslim killers from their third world hell-holes to join the jihad?

What does "manage" mean?
