Has any local or regional Jewish leader come out of late to advise Jews to arm themselves? While there are Jewish gun organizations, what is needed are local and regional cultures that encourage the carrying of guns by adults.

Already exist. Bagels & Bullets hires a machine gun range twice a month. Interesting scene as members are often Orthodox. Imagine being on a packed firing line with a stream of 9mm brass on one’s left side while showing someone how to operate a gun - not quite the usual Jewish club meeting.
