So did I, until I walked into Kroger last year and saw big neon-colored signs, EBT DOWN.

That sent chills down my spine. Too coincidental... something that NEVER has happened before, happened during the 2013 shutdown.

This may or may not happen. I do suspect it has been talked about in the Obama administration, and may even be an operative plan. However, can it occur?
