After reading his book. I believe that Bob Dylan had no intentions of trying to teach people how to govern a country. He was first and foremost an entertainer. Secondarily he made political commentary. But he wanted little of what the popular movements of the 60’s had to offer. From what I can understand, he genuinely loved being an American and with the exception of civil rights, certainly did not want it to undergo any major social changes.
