The Russian politicians and diplomats, after more than half of century of calling lies as truth, and fiction as fact, should not be believed. West should understand that a lie is an instrument of the foreign policy of Kremlin. Therefore in the mind of Kremlin “federalization” would be a first barrier preventing Ukraine from accession to the European Union and, of course, NATO.
Months of bloody military conflict confirmed that Kremlin via its proxies may massacre Ukrainians until their finally comply to its demands of submission and obedience.
It may not be unrealistic to think that if the pragmatic Germany sold Ukraine to Putin, unimpressed by the incredible price it paid in blood for its independence of the KGB regime in Moscow, it can also trade the other political achievements of Ronald Reagan with Russia. Let us not forget Germany want to have reasonable relations with Russia - uber alles.
The way their invasion is going, with the mask of “separatists” wearing really thin, I guess they will be going all-in soon enough. Possibly hundreds of Russian soldiers have been killed and I think Putin is getting tired of this trudging along.
