Ok, this is what I find about CONGENITAL myotonic dystrophy:

“Congenital myotonic dystrophy is the early childhood form of myotonic dystrophy. It occurs only when the mother already has myotonic dystrophy. The condition is usually identified at birth or soon after; myotonic means “involving muscle stiffness”; and dystrophy, “muscle wasting and weakness”. This condition is rare.”

So the question becomes, did the egg come from the ‘adoptive’ mother or the surrogate. Because whoever provided the egg for this baby already has this condition.

The egg, of course, is from the biological mother. She is the self loathing harridan who hates her own progeny.
