Egad, police do not shoot to wound, they never have that is a Hollywood created line of BS. They shoot center mass (or try too).

They don’t shoot to wound even when they are more than capable of doing so? That seems to be extreme either/or thinking, and limits them to thinking merely on an emotional level in the heat of the moment. Not good.
Did you ever see the movie Copycat, starring Holly Hunter? In the movie she shoots to wound a suspect and it ends up costing someone their life. It’s a really good illustration of what the danger would be.
