There really are no upper limits the way things have morphed these last few years, with zero legal liability for admin operatives, zero accountability and an increasingly desperate underclass who believe that whatever America was or was is being denied them. They’re ready to chuck it all; not just the Constitution, but the whole civil society thing...in favor of being in the equivalent of Liberia.
