You are talking about firing people quickly and ending careers all for a quota system. It takes time. Ten to fifteen years from now this department would have been 80% black even without this incident.
No, I haven't recommended firing anyone. Nor have I recommended a quota system. Don't put words in my mouth. I'd be surprised if they don't end up with a quota settlement. But I'd favor some incentives to get them to change hiring policies.
