That's my theory - that the head shot was the last shot as Brown was going down, falling towards the officer. The arm shots probably did not stop Brown.

I think he was running toward the officer and the arm shots made him lose his balance and stumble, falling forward and putting the top of his head directly into the path of a bullet originally aimed at his chest.
