The in her cups prosecutor could have decided, along with her underlings, to work for free and pay all their own expenses, then Perry would have no power to do anything.
To add, that money is the taxpayer’s money. Perry is on the side of the taxpayer in making sure that their hard earned money does not end up in the hands of a lowlife.
