Two things going on here

1. The "kid" who was shot was obviously a criminal and a scumbag and the rest of the community is better off for his being dead.
2. But the above is irrelevant to what happened when he was shot by the cop. If he was surrendering to the cop and was still shot as the eyewitness claims, then what the cop did was worse than the scumbag.

Two different things completely.

He could have just as well been shot in the car while fighting with the officer and he walked off 35 feet before collapsing.
