An interesting question, indeed!
As the past is very indicative of UN personnel behavior, and as some Turd World UN Person will decide who gets what, the following may be predictive:
1. The drug will be given to those who will, or whose family will, provide sex favors in return for the drug.
2. Given the transmission risk via direct sexual contact with the Ebola stricken, families of the stricken should expect UN Person ‘attention’.
Allowing UN Persons to make any decision beyond which bottle of high end booze to steal from the diplomat’s bar at Turtle Bay whenever the lights go out is inadvisable.
