How long before a stay is issued by an appellate court? Weeks or a few months.

It'll go to the DC Circuit Court of Appeals, right? Where, thanks to the Nuclear Option, Harry Reid's Senate just installed a clear majority of Liberal judges. Even if a panel of the DC Circuit rules in the plaintiff's favor, it'll be appealed en banc, just like with that Obamacare ruling.

Cloward-Piven doesn't just apply to Economics. The goal here is clear: create a massive caseload that Liberal-stacked Appeals Courts point directly at a SCOTUS that can't handle all of them. Eventually one of the Conservative Justices (I'm including Kennedy here for the sake of argument) will die or retire. The 5-4 majority will switch to a 4-5 minority. When a second Conservative Justice leaves it'll be a 3-6 majority and the Conservative Wing won't have the four votes necessary to even bring something like this before the Court. And that's when the shootings and hangings start.

Don't disbelieve that future. There are AT LEAST 1 million well armed and determined men, probably closer to 10million who will start killing anyone and everyone who works for a government agency. Local, State and Federal.

We'll call it America's Mass Murder era.
