Tanks are useless in a mall, and very unwieldy in urban areas.
Officers, or citizen shop owners, with shotguns and buckshot are cheaper and much more effective.
In the final analysis, unsocialized, unacculturated, violence prone black, and Latrino, Urban Feral populations will be force society to kill them when they become a threat to life and/or property.
Rioting is not a spectator sport.
When a riot starts, LEAVE - or be treated as a rioter.
Why on earth would any officer shoot anyone that is rioting?

I’m just observing that if your job involves heading into a large unruly mob that’s looting, shooting, and torching ... you’ll probably want a tank.
