Isn’t this stunt out of the Alinsky’s Rules For Radicals playbook? Mockery comes to mind.
Mockery is certainly one of Alinsky's techniques. But O'Keefe isn't trying to overwhelm the system which is usually Alinsky's goal. This system doesn't work now. But that has more to do with a lack of political will than with our inability to control the border.
So I would say no, if only because the motive is different.
