Simply put, the 9mm full-metal jacket round fired from a Beretta M9 isn't big enough to stop and drop every opponent a soldier encounters

Is the military using FMJ for combat ammo? If that is standard, I don't think a larger caliber is going to improve the take down capabilities.

When my kid was a cop they carried 40 caliber Sigs. P226, I *think* but I can't swear to it. She liked it a lot, but when she left that line of work it was out of her budget for personal use.

FMJ is standard for combat. It might even be required by some treaty or convention.
