I'd say it's some natural toxin, because it would be hard to artificially introduce enough "stuff" to contaminate billions of gallons of water.
The concentration from boiling would be related to how much pure water got boiled off. People ought to have a still in their homes.

Yup. I live on a lake of about 180 acres and it would take a lot of poison to seriously contaminate that. Lake Erie is a bit larger.
