Here is what Obama could not do without approval from Congress: He couldn't generally give large groups of immigrants permission to remain permanently in the United States, and he couldn't grant them American citizenship. And he couldn't generally make them eligible for federal or state social benefit programs, such as welfare payments, food stamps or the administration's health care plans.

He can't do these thing huh? He might do all if them, and defy anyone to do something about it. If anyone tried to stop him, the race cards fly, and we all know they will fold, because they would rather accept nucs going off on American soil, than be called racists.

He can do them, but he can’t make his actions legal. This means that a tough Republican president could reverse his illegal orders on day one, and strip illegals of phony “legal” status and order their benefits to be terminated.
