I’ve never seen this woman before but from the pic posted here it looks like she fried her hair with a bad perm and then went overboard with some wet-shine styling gel or something on it to help cover up the frizzy deadness of the hair (don’t ask me how I know this but I’ll tell ya I was a teen in the 80’s when spiral perms were all the rage:)

I know what you mean. I have the straightest of straight hair but got a perm in the 80's that looked like Art Garfunkle.
I got it relaxed as soon as I could - somewhat relaxed - but I cried for days!
I looked like a red-eyed Art Garfunkle.
