Nonsense. If the House will not authorize it's expenditure, via some legislative means...CR, Budget etc. the money cannot be spent.

By crossing the threshold of spending without Congressional Authorization...even for the "Good of the Country", Obama would certainly be removed from office or the US Government would face armed revolution.

Personally I'd prefer the latter. It's certain to be the most effective and lasting solution.
