Article I Section 10

No State shall, without the Consent of Congress, lay any duty of Tonnage, keep Troops, or Ships of War in time of Peace, enter into any Agreement or Compact with another State, or with a foreign Power, or engage in War, unless actually invaded, or in such imminent Danger as will not admit of delay.



Article IV Section 4

The United States shall guarantee to every State in this Union a Republican Form of Government, and shall protect each of them against Invasion; and on Application of the Legislature, or of the Executive (when the Legislature cannot be convened) against domestic Violence.

I would answer that the RSA would not be declaring war, but is coordinating their resources for mutual protection in the absence of Federal Officers performing their duties to deter hard core drug cartel members, terrorists, and people with highly contagious diseases from crossing the international border, and then state lines. Just as I don't need the Federal Government to give me permission to protect myself and my family, the States do not need permission from the Federal Government to ensure the safety of their citizens. The Federal Government has defaulted, and by default, the States are the next authority for the citizens to rely on.

Further, as the House has not exercised its Constitutional duties to withhold funds to oppose Obama's lawlessness, the States must act in their own interests. The Federal Government can make no further claim that is responsible for enforcing immigration as it is plain that it is complicit in the collapse of the border and unrestrained entry of illegal aliens into the United States.
