LOL, yeah, as issued. It's ground launch capable whether it's currently fitted that way or not. Air launch as well.
No offense, and if that's the all the difference then that's all the difference which isn't really anything but playing games IMHO.

To clear that up a bit. START and a couple of other treaties have always seemed to be more about political goodie points for US pols than about actually dealing with the weapons classes.
Warheads age, stuff like Tomahawk is easily modified, but the people who get the photo op always have their photo.
