Hamas houses rockets in schools, hospitals and mosques for one reason that has two parts - to use civilians as human shields, daring Israel to attack and to intentionally create martyrs to its cause.
Actually there is a third reason also. Gaza is about 1/2 metropolitan and the other half is agricultural or barren land. There is lots of areas to put rockets and arms that is away from a metropolitan area. However, it is much easier to detect an arms dump from the air in an agricultural and or barren area. Hamas values their rockets more than their citizens.
