Well, when all Perry wants the National Guard to do is observe and report, instead of actually doing something to stop the invasion, like APPREHENDING them, which his staff have admitted he has the authority to do, what else are you going to call it but "Showboating"?

You are correct. The Posse Comitatus Act does not apply to national Guard units if under state (governor) control. Perry is free to write the rules of engagement as he sees fit.
