I’ve always said the 2 requirements for giving aid should be: 1) is it constitutional, and if yes then 2) the recipients must at least say they like us.
You do remember that Rick Perry would cut ALL foreign aid to ZERO first day in office. He would then look at each individual country (ie Israel)
